Rivers and streams are dynamic landscape features that move across their floodplains by depositing sediment and through undercutting and eroding banks.

This erosion is a natural process and usually occurs slowly over time. As the river moves, so do its natural boundaries. Sudden avulsive changes in the course of a river or stream (e.g., abrupt changes in a river or stream course due to a flood event) do not change the location of ownership boundaries.
