Proposal to construct and operate an open-pit metallurgical coal mine with production capacity of a maximum of four million tonnes of clean coal per year, over a mine-life of about 25 years.

Project Stage: The EIA report and applications were submitted November 2015.

The AER completed a preliminary review of Benga Mining’s Grassy Mountain Coal Project environmental assessment report (EIA) and determined that it is not complete. On January 25, 2016, they requested that Benga re-submit the EIA after addressing a number of major deficiencies.

The project would target bitumen resources in the McMurray Formation using steam assisted gravity drainage (SAGD) technology. The project would be developed over three phases with a total planned capacity of about 26 000 m3 per day (164,000 bbl/d). The project would consist of three central processing facilities, natural-gas-fired cogeneration at Phases 1 and 3, associated field facilities, and related infrastructure.

Proposal consists of two additional mining areas and affiliated perimeter features within and adjacent to the current operating and approved mining areas. The project is designed to sustain bitumen production levels at the Mildred Lake facility after depletion of the current approved mining areas, which is expected in 2024. The estimated mineable resource in the project area is 117 million m3 (738 million barrels) of recoverable bitumen.

Requests for supplemental information were sent to the company on October 9 and December 9, 2015, and June 3 and July 22, 2016.

On February 12 and November 28, 2016, the company submitted supplemental information.

A request for additional supplemental information was sent to the company on March 27, 2017.

Proposal for a debris flood retention structure on Cougar Creek that will be approximately 30 meters high and will span a bedrock confined channel. During a flood event the structure will be designed to hold back up to 600,000 cubic meters of water and debris. The structure will not permanently hold water.
